NCLB 2010-11 Title I Allocations

The State’s allocation of Title I, Part A funds for the 2010-11 school year is less than the State’s allocation for 2009-10. A pdf file of the Title I allocations for the 2010-11 school year is available at: http://www.nde.state.ne.us/federalprograms/index.htm We will be posting the district allocations for Title II, Part A and Title III soon. There are no formula funds for Title II, Part D, Title IV or Title V for the 2009-10 school year.
Revised Grant Award Notices (GAN)
As already announced, the ARRA ESEA Title I application was changed to a two-year grant. This means that all grant award notices (GAN) for the current ARRA ESEA Title I applications will be regenerated to show a new ending date of September 30, 2011. We are also regenerating the GANs for the 2009-10 SFSF funds to show an ending date of August 31, 2010. Any GANs that are in contrast to the dates listed above will not be honored. These new GANs will be produced by 9/1/2010. Please do not submit a Final Reimbursement Request for your 2009-2010 ARRA ESEA Title I project until the funds are fully expended.
Carryover Limitations and Waivers
Federal Guidance requires that the Title I carryover limitation be applied to the total of regular and ARRA Title I funds received for the 2009-10 school year. An enhancement in the grants management system for the 2010 NCLB Title I closeout (NCLB Title I Final Reimbursement Request) will automatically calculate the carryover limitation and will produce an error if that limitation has been exceeded without the proper waiver on file. However, districts and ESU have the opportunity to request a waiver to carry over excess funds on the same page of the Final Reimbursement Request. NDE has received a waiver allowing every district to exceed the carryover limitation due to ARRA for 2009-10 and/or 2010-11.
Because ARRA ESEA Title I unspent funds will be calculated into the Title I Final Reimbursement Request, NDE recommends that the ARRA ESEA Title I Reimbursement Requests are kept current. The revised Final Reimbursement Request with the automatic waiver checkbox should be available by early August. Please do not submit your NCLB Title I Final Reimbursement Request until this new feature is available. For those of you that have already submitted, you will be contacted if changes are needed. NDE appreciates your patience and understanding as we implement this new feature.
REAP Small Rural Schools Achievement (SRSA) Draw Downs

An updated file has been posted at: http://www.nde.state.ne.us/federalprograms/index.htm that lists the districts that received a REAP Small, Rural School Achievement (SRSA) grant award for fiscal years (FY) 2008 and 2009, and the unspent balance remaining for each grant. There is a separate tab at the bottom left of the spreadsheet for each fiscal year. Districts with remaining FY 2008 balances need to obligate those grant monies by September 30, 2010 and liquidate any obligated funds by December 30, 2010. For the FY 2009 SRSA grant awards, grantees need to obligate award funds by September 30, 2011 and liquidate them by December 30, 2011.

VERY IMPORTANT: Please note that you may need to have 2009-2010 Year End Collection unlocked in order to proceed with uploading data. The quickest way to have your district unlocked is to send an e-mail to nde.helpdesk@nebraska.gov with a subject line of “Unlock Collection”. You can make this request prior to August 2nd, and up to Aug 13th. All districts must approve the Year End 2009-2010 collection by August 13, 2010.
