Rule 20 and accompanying Guidelines
Title 92, Nebraska Administrative Code,
Chapter 20: Regulations for the Approval of Teacher Education
Programs and accompanying guidelines. Effective date: March
6, 2002.
Rule 21
Title 92, Nebraska Administrative Code, Chapter 21: Issuance of
Certificates and Permits to Teach, Counsel, Supervise, and Administer in
Nebraska Schools. Effective date: December 21, 2003.
Rule 22
Title 92, Nebraska Administrative Code, Chapter 22: Regulations
Governing the Master Teacher Program. Effective date:
January 13, 2002. Rule 22 was passed by the Legislature in 2000;
however, no funds were appropriated to the Nebraska Department of
Education for Rule 22. As stated in Rule 22, the purpose of the
master teacher program was to "build a group of recognized teachers of
high achievement in the teaching profession."
Rule 23
Title 92, Nebraska Administrative Code, Chapter 23: Regulations
for the Basic Skills Competency Testing of Teachers and Administrators.
Effective date: February 16, 1997. Please note:
Rule 23 is undergoing revision as the result of a statutory change.
Rule 24 and accompanying Guidelines
Title 92, Nebraska Administrative Code, Chapter 24: Regulations
for Certificate Endorsements. Effective date:
December 14, 2004
Rule 25
Title 92, Nebraska Administrative Code, Chapter 25: Regulations
Governing the Attracting Excellence to Teaching Program. Effective
date: January 13, 2002. Rule 25 was passed by the
Legislature in 2000, but not funded until the 2001 Legislative session.
According to Rule 25, the purpose of the program was to "1) attract
outstanding students to the teacher education programs of Nebraska's
postsecondary educational institutions; 2) retain resident students and
graduates as teachers in the accredited or approved public and private
schools of Nebraska; and 3) establish a loan contract that requires a
borrower to obtain employment as a teacher in this state after
graduation." The Governor and Legislature both approved a $2.7
million appropriation for up to two years and funds were appropriated to
the Nebraska Department of Education. During a special Legislative
session in October 2001, the appropriations were rescinded from the
Department of Education due to budget deficits. Rule 25 became
effective in January 2002, but the program has been non-operational because of rescinded
funds. Rule 25 was once again funded in 2006 for the amount of
$250,000. Institutions of Higher Education teacher education
programs selected 96 scholarship recipients to receive $2500 each for
the spring semester. The Nebraska Department of Education awarded
the scholarships in January 2007. |
